best options for HTML file to text conversion?

What's the best option for opening a HTML file and converting the
contents to text?
My objective is to move the text content of HTML attachments in my email
client Powermail to the body of the message.
So the flow will be something like:
Attachment - > HTML to text conversion -> variable -> email message body
-> disposal of attachment
My requirements are that it must be a scriptable application/library
that is preinstalled on OS X Tiger and later, or that is easy - and
free- to obtain and that does an effective job with most typical HTML-
email contents.
