As a rule, I can't answer questions about unreleased products, including when a particular change will ship.

There is a sanctioned method to put a plist into the TEXT section of an i386 binary (Runtime Configuration Guidelines -> Putting Info.plist Files in a Flat Executable). So theoretically one could have a single file intel-only applet. Practically speaking though, using bundles is a great organizational advantage and doesn't preclude the use of resource files (either data fork or resource fork).
