I ran into the exact same issue. Even when using the Finder to “make new file” it said the file was already open. When I moved the make/open for access to file inside a folder on the desktop it worked. But if the file was on the desktop it wouldn’t. Go figure.

Nope, because, as I said, it happens even when I created a new file,
using "choose file name"; doing it anywhere else other than the
desktop, it works properly.
