Probably so, but I don't know where it is. Anyhow, MacPilot will
do this for you:

I believe they call it the "Recent Items Limit", and it only works
for Cocoa apps.
Alas, it's not what I asked for.
I was asking for The list of "recent folders" displayed in the Open
File Dialog
and MacPilot, exactly as Onyx gives the ability to change the limit
of "Recent Items" of the File Menu which is definitely not the same
thing ;-)
