unfortunately we have to go with only one file for all so that we plan to use pdf with illustrator-compatibility. (They have an oldfashioned workflow based on LinoPress, where native .ai-files could not be placed...)
And we have to avoid having two files for the sake of error-proofness.
But nevertheless thank you for your input!

Try using EPS if you can.

Illustrator AI and PDF has a document size, which is what gets placed, but
if you save it is an EPS file the document size is ignored and the page is
"cropped" to the visible bounds of the visible objects


At least if you place it in an app such as Adobe InDesign
