Dumb Safari question

How do I make a new window?
"make new window" complains about missing parameters, specifically "at".
"make new window at end of windows" (or "...at beginning...") compiles
but gives an "AppleEvent handler failed".
Adding other values via "with properties" doesn't seem to help.
AS 2.0.1 talking to Safari 3.1.2 on OS X 10.5.5.
Suggestions welcome.
