Yes and no. There is a "create photo merge" command. In CS2 it still brought
up a dialog, which wasn't any use, and in CS3 it generates an error. In CS4
it's marked as deprecated. So I guess you're out of luck.

It looks like a normal Photoshop plug-in to me, not javascript.
