It works here with Leopard 10.5.8 on an Intel MacBook Pro. (Except that I get the message “You cannot enable parental controls for an administrator account. Create a new user account, and then enable parental controls for the new account.”)

Another thought—be sure the padlock on the Accounts preference pane is unlocked. If it’s locked, access will be refused and “nothing” will happen when the script is run.
