environment.plist is read only at login time. If you change anything you'll have to log out and log back in before you'll see it.
Also be very careful of the shell startup tools that reside in /etc. I'm a tcsh kind of guy but there was a csh startup file in /etc that simply overwrote $PATH and negated anything in environment.plist until I changed it.
And what about Briggs' comment about not being you? You have to be you if environment.plist is going to work. Yes. I filed a bug about it.
