Numbers apparently treats the displayed time in a cell as being GMT, but reports it to Applescript as local time.  When changing the time zone in System Preferences, the date/time displayed in Numbers does not change, but the date/time it reports to Applescript does change.

The Advanced panel of Numbers' preferences has a checkbox item, "Turn on Time Zone Support"; here is what "help" has to say about it:

To change the time zone for an event:

Step 1

Choose iCal > Preferences, click Advanced, and select the “Turn on time zone support” checkbox.

Step 2

In the main calendar view, double-click the event or select it and click the Info button in the bottom-right corner of the iCal window.

Step 3

To change the event’s time zone, choose a time zone from the pop-up menu in the event editor.

To make the event appear at the same time no matter what time zone the main calendar view is in, choose Floating.

To choose a location that isn’t listed in the menu, choose Other. Click the approximate location for your time zone on the map, and then choose a city from the pop-up menu that appears.
