Is there a way to delete original desktop folders with hard links to server folders?

We are trying to look into the option of Folder Redirection.  A few people have emailed me back saying to look at NHR or pay them to make a script.  NHR doesn't seem to hit the right things, and I first wanna know what type of script would/could do such a thing, being a school district with very limited funds.  We would like to know if anyone has created a script, they are willing to share, that deletes the original folder (ie. Documents or Pictures) and creates a Hard Link to a location/folder in their AD Home Directory...so that we could avoid syncing, if possible.
