offers some hope because the association is with an action and that can be used as a fixed element. The resulting plist format is not exactly what one would call regular, however I think it might be possible to work with.

Looking at this from UI scripting, if it could report the names of associated actions with menu items, it might be something more reliable than indices:


click item 1 of (get every menu item of menu "x" whose action name is "alignLeft:")
