My free and open source script "Suspendor" does that[*]. See
<http://www.euronet.nl/~tekelenb/software/#Suspendor>. Use it, or better yet,
take it apart, learn, and cook your own :)


[*] In fact, it takes the opposite approach of completely suspending other
processes, which I find in practice often gives more of a boost to the
process you want to give all CPU. Downside is that you need to remember to
'unsuspend' any suspended processes again later. But the script provides a UI
for that too.
