If I can't use the 'account "shared"' construct then I can't go any further. Damn it! Does this count as a bug, feature or what?
New mailboxes created manually (and I presume via AppleScript) are created either "On My Mac" or under the heading of an imap (Me) account, if you have one.
make new mailbox with properties {name:...}
makes a mailbox under "On My Mac". I've never done it, but
make new mailbox at <location specifier> with properties {name:...}
ought to make a new mailbox under an imap account, if you can figure out what <location specifier> is.
