Michelle's remarks below reminded me of something else:

Although Mail might not have anything that's actually called "stationery," it does have "signatures." As far as I know, you can put any text in a signature in Mail, and it can be of any length. Styled text, as in an RTF-format document is also allowed in a Mail signature. So, create your Mail stationery and put it into Mail as a "signature."

Signatures are entered on the Signatures tab in the Mail preferences. After that, you can select a signature from the drop-down menu in the New Message window. I'm not sure how Mail decides which signature to use by default on a new message--in other words, how it decides which choice is pre-selected on the Signatures drop-down menu in the New Message window. I think that it merely remembers the most-recently- used signature, but I haven't tested this.
