But I don't want to change it for every file in the future which is what happens
if you click the "Change all..." button. I really want an AS solution to this.

Under OS X, what is it that determines which application opens a file when it is double clicked and how is it manipulated via Applescript?

Quite a few factors (involving a priority chain).

The problem:

I am downloading multiple files that are ".m4v" type videocasts. By default, on my machine, they would open in iTunes. If I use "Get Info" for each file, I can tell it to open in Quicktime instead. When I look at the properties for this file, neither the file creator or the file type is filled in.

After you have selected QuickTime in the GetInfo window, then click the "Change All…" button. This is the place where you normally set the default application to open a specific file type.

I realise the file type is the old OS 9 4 byte code that was unique to each application and could be manipulated to force a particular program to open a file when it's icon was double clicked.

But what causes this to happen under OS X and how do I change it using Applescript?
