Are you opposed to Automator or just 3rd party bits?
You can combine PDFs using Automator with preinstalled actions.
In Leopard you can combine PDFs in Preview but it’s not scriptable.
A good book on getting things done to PDFs is O’Reilly’s “PDF Hacks, 100 Industrial–Strength Tips & Tricks”
