It is imperative that one user (admin) be able to backup all users. I
use Personal Backup to backup the Users folder to an external HD. I
have tested this and found that it is backing-up all users correctly.

2. Make a copy of your Users folder
My internal HD is partitioned into a startup partition (40 GB) and a
data partition (76 GB).
I have done more testing on this and found that the problem occurs
ONLY when I am copying the Users folder (from the startup partition)
to the data partition. When I copy the Users folder into an image disk
or an external HD, the copy is normal, that is, I can read the
contents of all username folders.
(I also tried duplicating the Users folder on the startup partition.
The copy ended before completion with error = -8084. I had to restart
to see the contents and trash the copy. The copy did have the
permissions problem.)
I also recommended ...
1. Inventory the contents of your Users folder.
The indicator for this problem is an inactive username folder with an
incorrect (extremely small) size.
I would appreciate a note from anyone who sees this problem. It would
help with the bug report that I may submit. (Or is it just my Mac that
has this problem?)
