Thanks to Paul Scott this was fixed by changing the script to:
$HOME/bin/fortune $HOME/mysigs | sed -e 's/"/\\"/g' > $HOME/.signature
com.apple.launchd.peruser.601[237] (com.kreme.home.randsig[58754])
Exited with exit code: 1
This is evidently a 'feature' of launchd that prevents an agent from
trying to launch every 10 seconds or less. Increasing the interval to
11 seconds eliminated the error. I do not know if this "feature" can
be disabled.
