Need to automate iTunes->File->Library->Import Playlist...

I'm trying (unsuccessfully) to come up with a script to automatically
import iTunes playlist(s) from an iTunes export file. iTunes has a
menu option to do this. Looking in the AppleScript library for iTunes
it appears that Apple simply did not make this feature scriptable.
I had my first real exposure to AppleScript two days ago so I know
very little about the technology but what I've read so far leads me to
the following two conclusions:
1. If the application programmer did not build specific support for
scripting a function of their app and subsequently it is missing from
the library, you can't get there from AppleScript.
2. AppleScript is based on Apple Events. Therefore dropping down to
the AE level won't help if conclusion number one is correct.
Can anyone confirm or deny this for me?
