Yes -- the change was made in 10.5. From the Leopard release notes at <
http://developer.apple.com/mac/library/releasenotes/AppleScript/RN-AppleScri
pt/RN-10_5/RN-10_5.html#//apple_ref/doc/uid/TP40000982-CH105-SW1>:

"Object specifiers other than application and date specifiers, in particular
alias "..." and POSIX file "...", are not evaluated at compile time, and
will be left exactly as originally typed."
