Hi Yvan,
I know there are some website photo optimization programs out there which will do this, as well as optimize down JPEG sizes smaller than many image editing programs out there do.
I haven't used any of them in a while, I need to do this myself. I'm sure you'll turn up something, if you do, please pass it on to the list, and if I find something first I'll do the same.
