Hi Ed and Stanley, and thanks for the responses,
That might get it, avoiding the concept of a preset altogether (or rather modifying the attributes of whatever preset remains as default from the last time they PDF'd. But I'd much rather be able to say "use preset "Our Preset" “ for example, as customized presets are long established as an integral part of our workflow.
Also, it's just overly annoying to my sensibilities that presetting a preset is so difficult/impossible, especially as you are required to have a preset selected when exporting manually. As an extension of what I’m doing presently I hoped to produce a little script to circumvent the native inability to do this. Its exasperating to have to create pdfs you don’t want just to change the current preset (which gets used by another program I can’t modify).

There isn't such a thing as a default PDF preset. What you can set is the
"PDF export preferences", which has the same properties (plus some extras,
such as page range).
If you want them to match a preset, use something like this:
set theProps to properties of PDF export preset "Whatever"
set properties of PDF export preferences to theProps
