Permissions on ./startup.txt ?? It needs to be executable. Apple's repair permissions shouldn't, but might, affect "special" things like that. It surely does not in 10.3.9.
Do you mean to pass startup.txt to the osascript tool?
Is startup.text really a file? Or is it possibly an AppleScript application saved as a package?
The days of simplicity in such things are over.
