American Red Cross recommends 78F/26C water temp for competitive
swimming events; that's at the bottom of the recommended range for
casual swimming, which runs up to 82F/28C. Should be in the upper
half of that range (no colder than 80F/27C) if young kids are going
in.
Ideally, the ambient air temperature is about one degree warmer than
the water, but of course you can't control that for outdoor pools..
Dagnabit, now I wish it were summer here. :)
