If that example is one of actual interest to you, then you'd be better served by opening the document using the correct encoding, in this case, UTF-8.  In the Open panel, set the Plain Text Encoding popup to "Unicode (UTF-8)" instead of "Automatic", or change it in the preferences if you're running into this with a lot of files.  (If you're the one generating the document in the first place, did you really want it to be UTF-8?  There are ways to change that.)
