Script Bundle

In AppleScript Editor, there is an option in the File/Save as... menu to choose File format = Script bundle.
When a source script named "someName.scpt" is saved as a Script bundle, you get a FOLDER named "someName.scptd" which contains a sub-folder "Contents" with the usual bundle structure.

This seems odd. Shouldn't "someName.scptd" be a package, not a folder?

It seems odd because "someName.scptd" can't be used in Script menu. (Try it!)
How are script bundles intended to be used?
