So, FWIW, if I run the script in Script Editor in 10.6 double clicking the file open Script Debugger.  If I run it in Script Editor it opens in Script Debugger when double-clicked.

But, if I quit Script Debugger and double-click the file it tries to open an older version of Script Debugger I had on my hard drive.
