Here is what I get from the Get Info window:

Using Get Info, I see the following
foo.txt document kind is "Plain Text" (TextEdit icon)
foo document kind is "Text" (AppleScript Editor icon)

I created a new account, and tried it there,
foo.txt document kind is "Plain Text"
foo document kind is "Simple Text Format"
Both have the TextEdit icon, though, and the default application is TextEdit.
