Failure to Launch

I have created an application bundle in Snow Leopard 10.6.4 which launches correctly.
I tested it in Leopard 10.5.8 and it also launches correctly.

When I double-click it in Tiger 10.4.11, the icon appears in the Dock, then immediately disappears.
It does not launch.

I've looked at the usual suspects, but found no reason for this behavior.
Anyone have any ideas?
