Whether it's saved as run only or not has nothing to do with whether it will run in OS 9 or not.

Run only scripts can not be edited ever again after they've saved and closed from the script editor. The only purpose of the run-only feature is to protect your script from someone changing it or even looking at it. It's even protected from you! It's a one-way trip. Be very careful, always make copies.

In earlier versions of OS X script editor could save applets to run on OS 9 and classic. I'm not sure if it still can in SL.
