When messaging another application...

Is there a way to detect if the application never heard or never received the message?

A timeout could timeout because the other application is still processing the message or because it never started processing it/never received it.  I'm looking to catch the case where it appears that the message never got caught and processed and reissue the command.

Any insights into this?
