If not, you have to join the Apple Developer Connection (ADC), which was very recently turned into a $99/year membership arrangement (it used to be both more and less expensive, ranging from free to over $3,000 for different benefits). ADC may still have a free membership option, but I don't know for sure.
I've been an ADC member for many years, I just never file bug reports.
