I'm thinking that you could save the clipping path, resize, then reapply it.
Instead of using Image Events, should't you be scripting Photoshop?
By saving it, you can move the JPEG into a new layer or a new document and scale that layer, then put it back.
Not 100% sure though. Sorry, my brain is moving slow today.
