Coping with Date format variations

On a friend's machine,

	date "31 October 2015"

works fine, but gets a syntax error with Script Editor.

On my machine,

	date "October 31, 2015"

works fine, but gets a syntax error on his.

I suppose the difference lies in our respective system preferences for date and time.

Is there a way to code a literal date into a script in such a way that the same text would compile on both machines?
