You may have to type SetFile depending on the shell which is often case sensitive. You may also have to have developer tools installed though it's possible to put just the tool in /usr/bin if you want. SetFile is an MPW tool from the Mac Plus era. Its mate is GetFileInfo.
I don't have 10.6 here but I have read complaints that the creator code is not honored by launch services any more. There is something newer and better to replace it but it depends on some datafile in a way that doesn't handle transfers of files over a network. It's also likely that new software, created with X-code, no longer sets creator codes with good old bundle resources.
It would be pretty easy to create a test AppleScript that does a Do Shell Script with a full path to SetFile, wherever it is.
