If you save from AppleScript Editor as Application, you get an application bundle. Always.
You automatically get a Droplet if your script has an 'open' handler.
I just tried some experimenting with a Droplet, and found that I when I dragged, then released the mouse, I would sometimes get a delay (shouldn't be there) before the application launched. Usually the application launches immediately, but sometime there is a delay of 2 to 5 sec before launch.
