Detecting clipboard state

Is it possible to play a sound on the copy action?  Complete with not playing the sound when the OS does not allow the copy to happen?

I have not been able to fine any way to check the clipboard state in AppleScript.

If not possible, does anyone know a way to check the clipboard state in bash or some other language OS X has already installed?
