I've been able to make ACGI Dispatcher work with Leopard server:

As I recall, it was somewhat harder to fix when upgrading to Apache 2 than
when upgrading the server OS (I retained 1.3 when upgrading to Leopard
Server, which presented its own challenge because my Tiger server was PPC
while my new Leopard server was Intel). But I made some notes which I could
probably dig up if you aren't successful with newer solutions.
