Hello,

I don't remember the major version of Mac OS X that came with the dsenableroot(8) command but, if your target computers have it (at /usr/sbin/dsenableroot), there should be no need for a script: just send the command thru ARD.

For the command's usage, execute:

 man dsenableroot

in a window of Terminal.app; some examples are provided as well.

HTH,
Axel

By the way, how do I ask to see if a root account is enabled in a specific computer? And get some info about it?
