After wasting more time Googling for this, I found a solution.
In Terminal, do ...
defaults write -g ApplePressAndHoldEnabled -bool false
But, this ought to be a check box in the Keyboard prefs pane !!!!!! @#$%!
I also checked Lion's Help and it clearly states that held keys will repeat, no exceptions.
