No permission to save file dialog in OS X Lion

There is a new dialog box that pops up in OS X Lion when attempting to save a file in TextEdit, denying permission to save. is this a bug or an issue because of the new, automatic versioned-saving feature in OS X Lion?

save the front document in basePathToNotesFile
