Yes and no. AppleScript is English-based, and I'm selling a book on it
written in English, but if my readership is any indication, use isn't nearly
so English-centric as would seem from, say, this list. Obviously the people
buying the book speak English, but presumably they are using data in their
local languages. Heavily scriptable apps like InDesign come in a large
number of language versions.

Right, but it's important that people using them know the limitations. It's
not like there's an error message if they miss an instance.
And because changing case seems such a fundamental thing, and all vanilla
methods have to have limitations, and implementing it properly would be so
simple, dreaming of a fix doesn't seem too outrageous. But then, neither
does a keyword for «class utf8»...
