If Preview were scriptable, it would probably be the easiest option, but yeah, since you have to resort to GUI scripting, not so much.
Since the OP already has Smile, that would seem to be the way to go.
But I'm a bit confused. I thought sips was just a way to get to Image Events from the shell. Shouldn't you be able to do anything that you can do with 'do shell script "sips ..."' by scripting Image Events directly?
