Jim, I'd contact someone and find out what the policy is on submission of applications created in Applescript is. If you can create applications saved from the AppleScript editor and submit them, as they are universal.
I just checked and there isn't an obvious way to save an app from either the AppleScript Editor or Script Debugger that's only for Intel. There are tutorials available on how to do this in xCode though and Intel Only is a build setting in xCode.
