'system info' is already a record:

user locale of (system info)

OR

(system info)'s user locale

--> "en_US" - On my system

But this is not completely accurate. In my Mac I have the system in English, but in the System Preferences: Formats I have selected Mexico Spanish, so when I run system info I get “es_MX”
But as I said my system is in English, conclusion what you get is the localization of Format not the system language.
