Hello Luther,
Are you really sure to be able to *change* the value of "UI elements enabled" from AppleScript in Leopard and Snow Leopard, without having to provide any credentials?

Note that this "Lion once again screwed everything" stance doesn't seem to be relevant here.
IIRC, an admin password has always been required when acting upon that "Enable access for assistive devices" checkbox.
