DC stands for Domain Component. A clearer example would be
CN = Steve Thompson, OU = IT, DC = shazam, DC = com
All together that makes a DN - Distinguished Name.
BTW, foo.bar would be a valid Active Directory domain but not much use on the Internet. And the reason it's split in to components is because that's how DNS works - server.domain.com is resolved as "First look in com, then in domain, then for server".
