Sandboxed apps can be fully scriptable, but not via GUI scripting. The main restrictions involve sandboxed apps talking to other apps.

No-one outside Apple who knows can comment on ML until it's released, apart from what Apple has published. Having said that, I don't think such a thing would make sense, any more than applying sandbox rules to Xcode or Terminal.

Sandboxing affects the behavior of sandboxed apps, and scripts you write aren't sandboxed.
There are still a lot of apps that won't be in the app store, and hence not sandboxed. And it's early days with the whole thing; the fact that the deadline for sandboxing has been pushed back for a second time suggests it's still a work in progress. It's clearly a balancing act.
I understand the nervousness -- I had my worries too -- but I think things like GateKeeper suggest that reasonable solutions are being formulated.
The irony is that AS's reach has been massively expanded since Snow Leopard, courtesy of AppleScriptObjC. But where once the AS community seemed fairly adventurous and keen to tackle new things, these days it strikes me as a lot more timid.
