But, like most applications, Mail does have a Save to PDF... menu item in the PDF pop-up menu button in the Print dialog. Although I've never thought of it as intuitive, exactly, it is a well-established Mac UI provided by the system. It is called "digital printing," and I have found that thinking of it that way makes it feel more intuitive.
Some applications, like TextEdit, have a separate Export to PDF... menu item in the File menu. That is convenient, of course, because saving to PDF is a frequent need. But it is superfluous, since you can accomplish the same thing with digital printing. And it misleads many people into thinking, incorrectly, that an application that does not have such a menu item in the File menu can't save to PDF.
